Barratt created 278 long leases of 999 years, the freehold of Minster Court was passed to Minster Court Management Company Liverpool Ltd, and the running of the estate was given to Regent Management a notorious Leeds based Management Company.
After many years of mismanagement by Regent, Minster Court Residents Association fought hard and achieved voting rights for the Leaseholders of Minster Court , finally after two years of legal argument Mr Iain Wallace a Director Of Minster Court, and Regent Management departed from Minster Court,

At a Directors board meeting November 2004 the board of Directors elected a long standing Resident Mr. John Degg as Managing Agent .
Regular meetings of Directors take place on the second Tuesday of each month
Minster Court Management (Liverpool) Company Limited owns all the freeholds on the Minster Court site, except for three electricity substations that are the property of Manweb.
The Company is in turn owned by the leaseholders, with one voting share of £1 associated with each of the 278 leasehold properties.
Minster Court Management collects the service charges and is responsible for maintenance and running of the estate.
Each share is fully paid up and has a value of £1. one of each of 278 shares is associated with each property, and is transferred to the new owner at the same time as the property is purchased. If this was not done when you purchased your flat, please contact the Company Secretary in writing at 291 Minster Court, so that the situation can be put right.

Managing Agent.
The contract for the managing agent is administered on site by John Degg, senior partner of project management partnership Degg, Chapman, Osterhuis.
Normal office hours are 9.00am - 5.00pm Monday to Friday. Calls made outside these hours are handled by C.Duran Contractors Tel 722 2102 mobile 07939356058 which will deal with emergency situations. Contact for Security in cases of emergency out of hour Tel 709 2424
Problems, which arise, and may be urgent should be immediately reported to the managing agent (phone 709 7622). less urgent problems can be raised with the Managing Agent during office hours
It is important that we all take the trouble to bring these issues to the management if we wish to improve the standards of maintenance and service provided by our Agent.

Managing Agents' Responsibilities
Responsibilities include the maintenance of the property (excluding those parts demised** to individual owners) and fulfilling the landlord's obligations as set down in the individual leases.
All expenditure on heating, lighting, damage, repairs and general maintenance is recharged to the apartment owners through the Service charge.
The Managing Agents produce an annual audited account of their activities with regard to the service charge and reserve funds. This is distributed to all leaseholder owners, who also receive the full annual accounts of Minster Court Management (Liverpool) Company Limited.
Leaseholders can inspect all invoices and receipts by prior arrangement.

Pets:
Animals are not allowed on the premises. In special circumstances (e.g. guide dogs and animals resident on 23 January 2003), exceptional permission may be granted by Minster Court Management (Liverpool) Company Limited.
Noise:
Noise should be kept to a reasonable level at all times. No intrusive noise is allowed between 11.00pm and 9.00am.
Windows:
no alteration may be made to the external windows or notices displayed in them. Clothing, towels etc. are not to be hung outside.
Television:
The buildings are wired for digital radio and television. no exterior aerials or dishes are allowed.
Parking: The lease requires that cars may only be parked in Minster Court for no longer than 24 hours at a time. Because irresponsible parking has led to obstruction of access and particularly of emergency services, certain areas have been specifically designated no parking, it is prohibited to park in these areas at all times.
See the plan in the notice board. The visitors' car park is at the back of the development.
Cars parked in other areas should display a permit at all times, one permit per property may be obtained from the Managing Agent. Vehicles left outside these guidelines may be clamped (release fee £60)
Minster Court management does not administer clamping, the responsiblity for clamping is with Stone and Steel a Licensed Clamping Company Tel 709 0088
visitors permits can be obtained at the gate lodge, or by prior arrangement.
Insurance: The Managing Agents are responsible for insuring the buildings. This insurance covers the normal house owners' risks in respect of the site generally, the structure of the building and the common parts. Individual residents are expected to take reasonable steps to prevent loss or damage to the property, for example maintaining the security and dealing with water leakage which may involve the common areas or other apartments. Queries regarding this insurance and potential claims should be raised with the Managing Agent.
Details of the cover and copies of the certificate are available from the Managing Agent. You are advised to take out your own Contents Insurance to cover your carpets, furnishings and personal possessions and also your legal liability as an occupier (but not an owner) and to cover third party claims for damage or injury. Residents are also responsible for all internal structures of their apartments such as partitions and ceilings
Any structural alterations within the apartment require the consent of Minster Court Management (Liverpool) Company Limited to ensure that the fabric of the building is not jeopardized or the fire insurance invalidated. The roof space above the top floor apartments is not part of the demised space of these apartments and must not be encroached upon. All repairs within the apartment are the responsibility of the resident leaseholder, including service water pipes and electrical wiring used solely by the apartment.
Emergencies: Emergencies arising from failures within the residents' apartments, such as electrical failures and water leaks are the responsibility of the individual resident. However, the Managing Agent may be able to give advice or assistance during office hours 0151 709 7622 out hours 722 2102 mobile 07939356058.

Waste Disposal and Bin Stores: The Bin areas are designed for the disposal of household waste and it is hygienic and will discourage rats if this is tied up in plastic bags. The waste disposal vehicle comes once a week, normally on Wednesday. The bin men may refuse to take items that are not considered household waste such as surplus furniture, appliances and builders’ waste. Arrangements should be made by the individuals for disposal of such items. White goods and furnishings will be taken away free by the council, Tel 0151 233 3000.
Vacations and Long Absence: If you go on holiday or are away for any length of time you are advised to tell the Managing Agent and leave contact details with a friend or neighbour in case of emergencies (e.g. fire).
Water:- If you are away for any length of time you should turn off the water to your apartment at the main tap outside the apartment or inside the house. Please ensure you know where to find the stop tap.
The main stop tap is situated :-
· 1-30 & 111-200 are normally on the balcony
· 31-110 are on the balcony normally under the kitchen window, some are actually in the staircase or if on the ground floor in the bin store.
· New flats stop taps are inside the wooden panel beside the front door to your flat.
· Houses under the sink
Fire precautions: It is best to have a smoke detector fitted, property numbers 1-200 (old blocks) mostly have access through a gate to another flat along the balcony please keep this clear of rubbish to allow access in cases of emergency, smoke detectors can be supplied and fitted free by the fire Service Tel 233 3000
Building works in your property. Waste must be removed from Minster Court by your contractor. You will be charged for any waste not so removed, together with the Management Company's costs.
Gardens:- the gardens are looked after by the managing agent. Houses are the only properties that have a private garden (at the rear) all other areas are not to be fenced off. If anyone wishes, in consultation with the managing agent it is possible to adopt a part of the garden.
Service Charges The service charge is divided into four equal instalments payable quarterly in advance on the 1st January , 1st April, 1st July & 1st October each year. They are the responsibility of the leaseholder. After the accounts have been audited the Auditor sets the level of the Final Service Charge instalment for the year, this is levied within six months of the end of the year. It only arises if the accounts have gone over the budget set for the year.
Statements:- In December of every year a full statement of account will be sent out showing the full transactions for the year.
Overdue service charges:- Please see the managing Agent if you are having difficulty paying the charges. Otherwise it is our policy to recover any overdue charges and interest through the County Court.
Sales and Subletting Selling your Apartment: When selling your apartment you should notify the company solicitor, Bremners as soon as the sale is agreed. You should give them the name of your solicitor, so that they can ensure the various requirements under the lease are dealt with.
Ownership of the lease cannot be transferred or registered without Minster Court Management (Liverpool) Company Limited's consent.
They will require that:
Subletting: Should you wish to sub-let your apartment you should notify the Managing Agent. You should give them your forwarding address or the address of your agents, in case of emergencies involving your apartment.
Any letting agent and each new tenant must be made aware of the restrictions laid down by the headlease. The sub-lease should contain a covenant whereby the sub-tenant agrees to comply with the restrictions of the headlease. As landlord you are responsible for the behavior of your tenants and may be held accountable for any failure of the tenant to conform with the restrictions laid down in the covenants.
